The President is both head of state and head of the national executive, but is elected indirectly by the National Assembly from among its members. The National Assembly is directly elected every five years; the National Council of Provinces represents the provinces and is constituted through provincial legislatures. The IEC is an independent Chapter 9 institution responsible for managing national, provincial and municipal legislative elections.
