The President is indirectly elected by an electoral college of elected members of both Houses of Parliament and the State and eligible Union Territory Legislative Assemblies, using proportional representation by single transferable vote. The Prime Minister is appointed by the President and leads the Council of Ministers, which is responsible to the Lok Sabha; the Rajya Sabha is not directly elected by national voters.
