The 2005 Interim Constitution states that the President is directly elected and is both head of state and head of government. It also says the President is elected by direct national vote, with a runoff if no candidate wins an absolute majority, and serves a five-year term with one possible re-election. The official electoral management framework is the National Elections Commission, but the currently accessible official material found here is a Ministry of Justice page discussing the draft Elections Commission law rather than a live commission site.
