Qatar is a hereditary constitutional monarchy: the Emir is head of state and executive authority, while the Council of Ministers assists the Prime Minister. The Shura Council has 45 members, but only 30 are elected; 15 are appointed by the Emir, so the only nationally elected office is the elected portion of the Shura Council. The regular council term is four years.
