  • House of Councillors 248 seats 路 6-year term 路 Parallel voting: 148 members elected in prefectural constituencies and 100 by proportional representation; half elected every three years

The Emperor is a hereditary symbol of the state without governmental powers. The Prime Minister is designated by the Diet, the House of Representatives may be dissolved, and the House of Councillors cannot be dissolved; its members are elected in staggered elections. National election administration is coordinated centrally but carried out through election administration commissions at each administrative level.
