The President is the head of state and the Government is headed by a Prime Minister, who is appointed by the President and must obtain parliamentary confidence. Haiti has a bicameral Parliament; the President, Senators and Deputies are directly elected. The CEP is constitutionally intended to be a permanent electoral council, but the body conducting the current electoral process is the Conseil Electoral Provisoire.
