The president is directly elected by simple majority for a seven-year term and appoints the prime minister and cabinet. The National Electoral Commission is a temporary body appointed by the head of state; the Supreme Court validates candidacies, handles electoral disputes and proclaims final results. The CEN is not institutionally independent in practice.
