The President is both head of state and head of government and is elected directly for four years, with a runoff if no candidate wins an absolute majority. Presidential reelection is prohibited. The Registraduría organizes elections and voter registration, while the autonomous Consejo Nacional Electoral supervises electoral activity and certifies results; the Prime Minister's office does not exist, and ministers are appointed by the President.
